Is there any appeal of DR over MX all inclusives? Which country has better resort food and friendliest locals? Which one is safer?

IME the DR AIs were cheaper (food was comparable, maybe better) but we didn't leave the resort in Punta Cana (vs Mexico where we visited Mayan ruins, cenotes, etc.).

Spot on. We don't intend to leave, just looking to get scuba certified and hang at the resort.
