I don't think it really has what you all are looking for.

Bethany is great. Not a ton of bars but fun for a more low-key celebration. Food isn’t amazing but good.
Mickeys crab house is fun. Salted Rim is great for a large group (and has good drinks)- sit outside. The Boat House seems lively.
We also like DeFebos and Peruccis for dinner and the Beach Bakrie for breakfast. Have fun!

I think the food around Bethany is great!
I would recommend -
Bluecoast
Parkway
My favorite super casual thing to do is go to Baja and sit outside in the very back where they usually have music. Great drinks too.
Penguin for breakfast

I would recommend Sedona or Global 14 for a birthday dinner. Otherwise, there would be some good celebratory restaurants up in Rehoboth.

For more casual dining, Ropewalk and Boathouse are always good. Super casual? Summer Salts or Cottage.

Bethany Blues. We like their cornbread, ribs, and drinks

They have no places to eat or hang out? Odd.

Don’t know if you have gone yet, so just in case. . .the back deck at Blue Coast (if you can reserve it) is great for a nice dinner, as is Global 14 (fantastic drinks) and Northeast Seafood Kitchen (good at accommodating larger groups). Baja frozen drinks and crushes are fun and you can sit there for a casual meal or take drinks to go and order pizza from Pomodoro. Pie is another good restaurant for a casual meal. Bethany Heidaway is a nice lunch spot with healthier choices, and Sunshine Crepes is excellent for breakfast.

Make the drive to Fenwick and give Catch 54 a go. Matt's Fish Camp is also good, although it doesn't have the waterfront location.

Isn't DiFebo's in Rehoboth?

I was going to suggest they try Lewes.
