Who can I use to fix the shutter that fell?

| One of the shutters in the front of my house fell and needs to be reattached. What kind of person do I call for this? The shutter appears to be plastic or vinyl and the front of the house is brick. |

| Handyman. Or find a youtube video and DIY. I admit I am intimidated by brick so I would hire someone, but it's probably not that difficult. |
