can I challenge a DC photo ticket late fee?

| We just received a DC photo enforcement letter with a late fee tacked on, but we never got the original letter with the fine. The DMV website is confusing me; can I challenge the late fee, and do I need to do one of their web hearings to do so? I'll happily pay the original amount, but I don't want to pay a late fee for the post office messing up. |
