FDA is always short-staffed. Approvals are sometimes forced against the FDA scientists' recommendations, because some corporations are really good at applying pressure.

| FDA is funded by user fees. They don't get as much money from taxpayers. They are free to hire mostly on their own terms. FDA is constantly inundated with huge numbers of submissions. They're actually mandated right now to increase hiring. |
| Not sure about FDA but NIH is still hiring. Haven’t heard of any freezes HHS wise. |
