Where is the best place to go do this, and to get the photo?

If you are in DC, I think the MLK library is the best option. I have has USPS cancel my appointment at the last minute. I took the photo at CVS.

I did it at the post office in Maryland. Got the new one in two weeks, without even paying for them to expedite it.

Post office. Get the photo at Walgreens or CVS.

Both parents need to appear in person with the child.

If you get an affadavit from the parent that can’t be there, both parents do not have to be there. You can find the form online. It has to be notarized.

No such thing as renewing a child's passport. It's the same process every time until they're over 16.

Yes, have never had issues taking the passport pictures ourselves, using phones. Just need a well-lit room and a white wall/background. Plenty of websites allow you to properly size it, and then output a 4x6 sheet ready for printing at home, or can send to pharmacy if you don't have photo printer at home. I like doing it this way because it saves money and makes the process faster at the post office- have the photos all cut out and ready to go.

Also better for adult renewals because then I can do everything at home in 15 minutes.

OP here, I live in Petworth. Thank you for all of your suggestions. And thank you to the anal dolt shooter-downer. It’s been a while, so wanted to know what the latest and greatest advice was.

DC MLK library has a walk up passport office that is open pretty late. We wanted to get it done over Christmas break and couldn't get a reservation anywhere else so went there. It was pretty painless.

If you live in Petworth I'd definitely recommend CVS for the photo and MLK for the process. Just keep in mind that you can't pay with credit card, you have to have a check for payment.
