Missing ecnl jersey number on roster

What does it mean when a player's jersey number is simply "#".
Has the player been released and is a free agent?

Either the number was not inserted or more likely the player is a dual player possibly playing in ECNL RL

There are also some players brought in for playoffs from places like DC United Academy. Those players would fit that description.

or misplaced and they just have not removed off the roster.
