Probably a non-flagship state school (excluding VA of course).

Most schools that admit at least 60-70%, which includes lots of flagships and land grants as well as SLACs.

Did the high school not offer honors classes, or did they just choose not to take any? That will make a big difference in how admissions offices view the transcript.

Looking at my son's classmates, those kids are going to Elon, Lafayette, and Clemson.
