Want to get an E-ZPass-compatible toll transponder for rental cars but I don't have a car

I'm in D.C. and want to order an E-ZPass-compatible toll transponder for use in rental cars. The state sites I've seen want me to supply the license plate of the car I own or of the car I am renting, and I have neither at the moment. Is there a state from which I can get a transponder without supplying car information until I'm using it? Thanks for any tips.

Rental cars usually provide them and they bill it back to you

Have you tried Maryland? You can register online at:

I know they used to require a license plate number but when I requested a new transponder recently, I I didn't have to provide a plate number. The downside is that they charge $1.50 per month unless you used Maryland tolls a lot.
