Baltimore mayor's race: wtf with Thiru?

Anybody following? Thiru dropped out of the race 2 weeks before the election and backed Dixon. Now Scott's team says Thiru offered Scott his endorsement first in exchanged for being named head of schools or police, and Scott turned him down. Which begs the question: what did Dixon offer?
