Where to report a gas station?

Where to report a gas station that has pumps that are broken so the gas doesn't automatically shut off, spills out of your car and onto the ground? The gas station owner doesn't care AT ALL as I've spoke with him a few times. It's multiple pumps and there is ALWAYS puddles of gas on the ground. Any help appreciated.

This is a fire hazard as well as an environmental problem, but probably the state environmental department. Where’s the station?

The situation you observe may have nothing to do with the station. The auto shut off is part of the nozzle, connected by the hose to the dispenser (they haven’t been actual pumps in years). If the nozzle is placed/held in the fill port the wrong way, the shutoff sometimes doesn’t function. There are people who like to fill the vehicle as much as possible and sometimes they keep going until there’s an overflow.

Why are you leaving the pump unattended while gas is flowing, OP?

If you’d follow the instructions properly you wouldn’t be spilling gas.

This. You should know your tank’s capacity and when it’s approaching full, then disable the auto-pumping accordingly.

+a million. Lazy stupid people relying on cut-off switches on gas pumps to stop the flow. They’re probably standing there next to it fiddling with their phones instead of keeping their hand on the pump handle. GET OFF YOUR DAMN PHONE AND START PAYING ATTENTION TO WHAT YOU’RE DOING!

How does standing by the pump waiting for the auto shut off correlate to lazy/stupid? I've never even seen one like Op's and I've been pumping gas since the 90s. If the station has that issue, they should post signage so people don't "fill up". What do phones have to do with this either? You're not even supposed to be on one pumping gas.

Because if it doesn’t shut off you stop it when your tank is full. My car has a 17 gallon tank if it goes over 16-17 gallons when I’m on or close to E, something is wrong and I’m stopping it.

oh boy! Never change DCUM. I watch the pump as I'm filling up every time. There is never the same amount in the tank when I fill it up so I DONT know how much it will take to fill it up all the way, and, yes, I do know that my tank holds 17 gallons. Those of you who claim to shut it off before the pump does are either full of crap or fill up 3/4 full each time.

Report it to the local fire department first, OP.

Maybe the station owner is scrolling dcum instead of fixing the pump
