If I remember correctly, CTY enforces applicants to take an IQ test, and only the ones pass the thresholds can take their advanced courses? Isn't this cohorting?

I guess this is more of a state of MD thing, not MCPS, but "Individualized Acceleration Plan" sounds like the stupidest thing I've ever heard. Take the time-consuming IEP process, and apply to all advanced students, instead of just putting them in classes at the appropriate level to challenge them.

The whole point of cluster grouping is that you *don't* have a group of gifted kids in every classroom! You clump or cluster them into one or a few classrooms to get to critical mass! They have no idea of what they're doing, or else they're lying...

The point is to give parents a legal document they can use to overcome resistance from staff at MCPS.
