Employee always has a conflict when they need to travel or present

Yes but the OP/manager is doing it or making other staff doing it. She needs to either insist (sorry you don't need to get met in person in 2023) so that nobody has to do it. Or make it fair or change staff expectations. Some people like this stuff actually.

Oh and since it's GOVERNMENT should we focus on prudent use of taxpayer money? No you don't need to travel to conferences, etc., for the government. Just zoom and save us all money. Please.
