Fundraiser Food License

Someone has given me the idea to host a teddy bear tea party as a fundraiser. Elementary school aged kids and their teddy bear. We will serve lemonade and we will be making some treats like brownies and cookies at home to save on funds. In MoCo, do we need a food license for this event? Is this even possible? How much could we charge? Is this too much work to make it worth it? Maybe 25-40 girls.
