Never heard of this except in super rich circles. When my kids got engaged, we had a lovely BBQ to celebrate. My parents and DH's parents did the something similar as did everyone else we know.

Token gifts are often given but similar in cost to a host/hostess gift and usually related to the household.

My parents gave us $40K to go towards our wedding. DH’s parents gave us $15K. My MIL also got me a bag of fun “bride” tchotchkes to celebrate.

If parents are contributing to the costs of the wedding, then why on earth do they need to give something on top of that?
