Bought Car in MD; Need to get DC inspection to get plates?

I bought a car in MD and it has temporary MD plates. Last week, I paid off the lease and now own it outright (I only had the lease in place for 1 month so that I could get a dealer rebate). When I paid off the lease at the dealership, I was told that I need to go to the DC DMV to get it inspected because it's now considered a used car. They said that the DC DMV will give me an inspection report, which I email to the dealership and they get me the plates.

Before I drive down to 1/2 Street to get the inspection, I want to confirm that this process sounds correct. I worry that I'll go down there, they'll see the MD temp plates, and they won't do a DC inspection. The dealership has given me bad information in the past, so I just want to confirm that the process they've described makes sense.
