Car title and ownership change - MD to DC

Inheriting a car from my spouse's family member in MD. Want to register it in DC.

Spouse is stationed overseas - MD resident.
I now live/work in DC - DC resident.

If both spouse and I are put on the paper title, will DC allow me to register and title the car given that spouse does not have a DC license? Will I even be able to register without spouse physically present at the DC DMV?

Easiest by far would be to have his family just put you on the MD title and then you knock it all out yourself.

If your spouse gets put on the MD title he'd need to be physically present at DC DMV to do the transfer.

PP is right. Just put yourself on the title and then go to DC DMV to get it done. Pro tip: try the DMV in Southwest for this. Almost never crowded and has free parking lot.
