haven't been there in a long time.

Probably depends on the state but that was not our experience recently getting a new driver's license after a name change in Maryland. The license was mailed later and the person got a temporary document.

OP-this would be in VA

(it would be an ID, not a drivers license, for an 18 year old so he has ID to fly)

No.

“Your ID card will be securely mailed to your address on file. If you have moved, notify DMV right away, as the U.S. Postal Service does not forward IDs. If you have renewed your ID card, continue to carry your old ID card with your receipt until you receive your new ID card.”

My son just got his license (same as ID) and he got a temporary printout that day with the license mailed a week or so later. The printout would have worked as an ID.

In VA, they would leave with a temporary paper license/ID. The real one will arrive in the mail later.
