What universities are top 15 for Bio majors? Large, or small colleges that are better for student wanting to major in Bio?

Don't have a DC's experiences to share but this is the USNWR list typically for Bio and BioChem:
Stanford University.
University of California Berkeley.
University of California San Francisco.
University of Cambridge.
University of California San Diego.
University of Washington Seattle.
University of Oxford.
Johns Hopkins University.
University of Toronto.
University of California Los Angeles.
Cornell University.

OP, what do you really think they will do with a Bio degree? Anything medical, a flagship university with an affiliated med school.

May be better to be at the top at a school a level or two down from the list. Watch Malcolm Gladwell “Don’t go to Harvard” for reference.

Harvard is not on the T10 for Bio list^, is it?

No, but the same idea applies.
That’s just a suggestion of how you can find the talk he gave. Unless your kid is top of the tops, why compete against the pool at Cornell or Hopkins all vying for the same research opportunities. Why not attend a school with a solid program where they can shine and be more competitive for research opportunities.

Yes getting a BS Bio often leads one to get a PhD for research positions. Tho I have heard some go off in their second major such as Psychology. Bio-Psych

It's Biology. I second the idea of a university known to have a med school. There will be research.

This list seems incorrect. UC San Francisco doesn’t have an undergraduate college.

Agreed. Not to mention, PhDs for for Biology tend to take VERY long. The work is something I personally love and find fulfilling, but it's not financially rewarding.
