New Hire Doesn't Wash Hands

Three times I've seen her come out of the bathroom stall after using the toilet and just walk straight back to her work station. At least one of those times she had very obviously defecated. I don't know what to do about this. It is bothering me very much.

I’d walk up to her with Hand Sanitizer and tell her it’s for her.
Or leave it in the bathroom with her name on it.

I wouldn't call it 'watching' to notice someone walk straight from the stall to the exit.

At my last fed agency, there was one guy watching porn on their phone in the stalls. (He forgot to lower the volume before clicking first)

I do hand sanitizer since COVID. It's actually a lot more effective at killing germs and viruses than washing your hands.
