Anyone remember “work to the rule” early 90s?

I recall my Mcps teachers early 90s didn’t go on strike but would only grade papers during work hours instead of what they said they usually did and grade on their own time. I assume this was a labor dispute over pay but I was a dumb teenager back than so not certain really
