How old qualifies as a “tween”?

I thought it was 11/12, but a neighbor deceives her 10yr old as a tween. I disagree.

It can't be just 12 year olds, or we wouldn't need a special word for it. We'd say "12."

10-12 is a tween, IMO.
13-17 is a teen.
18-21, while technically including teen years, are young adults.
