DPR 75% rule for court and field permits

Does anyone have any experience in contesting the 75% DC residents rule for youth field permits. I'm putting here instead of general sporting bc it is more active, but there are organizations sucking up "good" gym and turf permits that in no way have 75% DC Residents. This is across the city from a large soccer org who still manages to get fancy.private school fields for games to upper Ward 4, Ward 5 and 6 for football and soccer that serve largely PG/Howard County school age kid populations and recruit there as well. Same with Ridge Road.

Can't speak for DC, but I used to help run a club in MD. We had to provide a breakdown of our member list for the county. Granted we had over 95% of our members in the county, so it wasn't an issue, but I imagine you'd have to contact who ever runs the field permits/parks and rec programs for DC.

Keep in mind that some organizations may service multiple sports and they often will look at the totality of the organization. So even if, as you say, that for soccer they may have a lot of PG/Howard County kids, if they have multiple sports it may balance out their numbers as a whole with regards to field permits.

You'd also have to look to see who else is competing for those spaces. It's much harder for small/tiny operations to get space most the time if they can't show that it will consistently get used.
