And this only came to light because there was a fire in the building

So Montgomery county is a slumlord?

The quality of county government, in terms of actual service delivery, has really declined over the past five years.

Is there a regulation for government buildings to have working fire alarms?

Absolutely. And, depending on the age of the public building, it is required to have fire sprinklers. Some of our oldest schools don't have fire sprinklers in MoCo.

Federal buildings are exempt from state and local fire protection codes. I don't see why county government buildings would be any different. If they choose to comply with a standard, that's nice. However, since governments can self-insure, they don't have much incentive.

The county comes down hard on landlords (as they should) for not following the building codes. They should do the same for themselves.
