Is a referendum on the new Caps/Wizards PY stadium an option?

| I know there's a whole other thread on the caps/wizards PY stadium, but I had a specific question. Could Alexandria residents file a petition to move approval of the stadium to a referendum question? I've been searching and I can't seem to find a good answer to this question. If not at the Alexandria level, could it be done at the state of Virginia level? Final question, if it is even possible, would it have to wait for the November 2024 election cycle? Or could it be timed to the primary elections in June? |

It would be a municipal referenda, so long as your local municipality's charter allows for it.
