Apart from the University of Helsinki, none of the Finnish universities are highly ranked or very well regarded. Lots of better options in the UK and the Netherlands if you're set on a European university, as well as in neighboring Sweden. I assume you have a family reason for focusing on Finland?

What about Aalto, they are ranked 109, while Helsinki is ranked 104

To study there is cheap. You can do a graduate degree in English.
Undergraduate is in local language, perhaps a student exchange program?

Not to hard to get in and start, but notoriously hard to finnish.

UHelsinki’s Latvian Studies Department is way overrated, but their Reindeer Husbandry program is the bomb.

What about Aalto, they are ranked 109, while Helsinki is ranked 104

ranking change, don't focus on this, especially when the difference is so small. i know nothing about Finland, but I would assume that university of Helsinki is at least a decent university. other names aren't familiar.
