Tenant rights for 55 and older community

Anonymous
MIL lives in a 55 and older community in Montgomery county. She moved in just this past Saturday and the elevators were not working. It apparently had not been working for over 3 weeks now. MIL now has severe back issues from going up and down three flight of stairs for the move. She is in so much pain that she cannot get out of bed. The apartment management company blames the maintenance and service company for not being able to provide repairs until January. Meanwhile, many residents are stuck inside and are running low on food. Is there anything that can be done? What are her rights as a tenant?

You could start here and also email the county office on Aging and the county councilmember for her area.

+1 adding all of the at large council members as well as the one for the district.
