Moving to DC / New drivers license procedure?

I'm moving to DC next week and sorting through the DMV procedures. It's pretty straightforward, but I had a couple questions.

1) It says I need to prove my SSN with various documents (i.e. social security card, paystub, etc). But then it also says "DC DMV will electronically verify the Social Security Number with the Social Security Administration. If the Social Security Number is verified, no additional documentation is required to prove your Social Security Number." So does that mean I need to bring SSN documents with me, or is it just done electronically and no need for paper?

2) As far as I can see, I have to get the car inspected BEFORE I can get it titled / license plates. Do I need a DC drivers license first to get the car inspected, or can I do it with my out-of-state license?

Bring all the documents with you. Bring extra stuff, just in case.
They will print up a temporary paper DC drivers license on the spot. You can use that to go get it inspected and then titled and registered.
