Adding spouse to car title in DC?

| We bought our car at the beginning of the year and just paid it off. For simplicity sake all finance/docs were under my name but I'd like to add spouse. Do I need to pay excise tax again for this? The DC DMV website is unclear and call just goes to voicemail. |

| I think this complicates things, not simplifies them. All 3 of our cars are in DH's name, it doesn't bother me in the least. He went to the dealership on his own, negotiated the deal, signed the paperwork. |
