Usually, once you get to around 500 kids you qualify for part-time support for Art/Music/PE. Librarians and Reading specialists are set at one teacher per school regardless of size. Here's a staffing document about the number of art/music/PE teachers per school. It is not based on overall enrollment it is based on the number of classrooms. What is hard is that a lot of art/music/PE teachers are left to cobble together a full workweek by bouncing around to multiple schools and sometimes these positions are not staffed if you can't find a part time specialist who needs the hour allocations and their schedule can accomodate the school's schedule
