They have in the past. ISIS was responsible for multiple bombings in 1 day back in 2016 that killed and injured quite a few people. |

You might think they are the same but they are not. ISIS is salafist and they are rivals. In fact for several years when Hamas was trying to keep the peace, Salafists were shooting off rocket attacks to provoke Israel and Hamas was taking them out. |
