Doing Science Olympiad in freshman year

In DC's high school the Science Olympiad events are mostly selected through some tests and mostly the freshman students are left out. Why SO opportunity is not given to everyone? Is it with every High school?

Same reason why variety sport positions aren't given to everyone. If you want something individual, look at the AMC, f=ma test, USACO, USABO, or USNCO
