Most businesses in DC are charging service fees?

Is it true or false that most businesses in DC are charging service fees? I’m asking in the food forum because a local restaurant is claiming this. I would say I eat at my fair share of restaurants and only a couple of them have charged service fees. I don’t think it’s the norm and I think this place is just trying to justify why they charge service fees.
