Who do I contact about light timing changes dramatically increasing traffic? DC

I have been driving from my home into my office in downtown DC five days per week for the last year.

Suddenly last week all the traffic light timings were changed.

I'm especially talking about the light timing at Washington Circle, which has become a major chokepoint for the city as cars converge there from the Key Bridge, Whitehurst Freeway, and I-66. It flowed pretty well until last week, when they changed the lights so the arteries are no long synced with lights to enter the circle. This has caused huge backups onto all side streets starting in the 7 o'clock hour, even when traffic is still pretty light. By 8am, you get bumper-to-bumper traffic extending all the way from Washington Circle down Pennsylvania Ave into Georgetown because only 10-15 cars can get into the circle in one light cycle.

Of course, once you get through the circle there's very little to no traffic moving away from it. So this is clearly a light cycle problem that is unnecessarily causing big backups.

Is this a DDOT issue? A federal issue, since the circle itself is part of the federal parklands? Thanks.

I have no idea but there is a similar problem on the route I drove home to go over the memorial bridge. I also want to know who to call to get cars parked in the right lane on Henry Bacon dr next to the Vietnam Veterans memorial removed during rush hour traffic. If you ever find out who to contact, pls come back and post here.
