Driving with AC/Fan Off, windows closed — stifling?

My spouse drives around with windows closed and fan off constantly.
I find the car stifling within mere moments of turn off the fan. I usually like AC to dry out the air, but I can adjust temp to make it warmer as needed. But off, the air gets stale with fan OFF. |

Even with fan off/AC off, you get outside air (unless you have recirculation button pushed). |

| I like a warm (not super hot) car. I usually have my windows up. I am always cold so I never have AC on unless it's actually really hot. I hate the feeling of cold air on me. I also like fresh air / windows down but it's not pleasant in tons of traffic. |

| Is your husband a taxi driver in Europe? LOL but really, windows up and ac off in the car is stifling. I assumed it was a money-saving technique in EU but maybe they are just cold? |

Already have recirculate on outside air usually smells like exhaust from traffic and weed most recently |
