I've driven for 2 years without a front tag and not been ticketed. I was also pulled over for speeding and the officer didn't mention the lack of a front tag.
I also know people who have gotten ticketed for it, so there you go. |

| Why do people keep their EU tags on their car? I saw one with the EU tag on the back and the VA tag on the front. Ticket that person, I say! |

| Cannot answer regarding Virginia, but you do in DC even if the front tag is displayed on the front dashboard because there is no front license plate holder on the vehicle. (Ask me how I know this. And even though the DC dept. of Motor Vehicles instructed the vehicle owner to handle it in this manner.) |
