How come cars sold in Maryland don't come with turn signals installed?

| Such a great question OP. I can tell you I actually am a Maryland driver and my car does have working turn signals, but so few cars here do. It is bizarre. Maybe the dealer forgot to uninstall them on my car? |

| We have turn signals in VA, but if you use one to try to change lanes, other drivers speed up to block you. So, you often have to change lanes without using your signal. |
