The lesson from this case is that MCPS cannot even implement basic accounting controls, so we should have low expectations for budget execution and no expectations for governance over more complex matters such as sexual harassment.

Is this why we have no toilet paper, soap, paper towels or even wax to finish the floors at my school? MCPS always seems to be nearly bankrupt. Our supply budget is sooo very low now. I bet there are a lot of thieves in the Central Tower of Excellence.
