Is this a scare tactic? Why?

My boss recently retired and we’ve had a new replacement since the beginning of 2023. All of a sudden, one of their lackeys has been spreading a rumor that our boss is considering making a huge change. On paper it looks scary and everyone is falling for it, and morale is really low because of it. But there is no way this will actually work in application in the field, so I have to believe this is some weird scare tactic. But I can’t for the life of me imagine what the motivation would be.

So, what would be the motivation to spread a rumor that scares everyone, but is impossible to implicate when you remove emotions and look at it rationally?

To scare people so they find other jobs and leave.

Well, this is working. Many have left and a lot are looking. But they are hiring as these people leave. So it makes no sense!

They want a different employee mix without layoffs.

They probably will try insane strategy. I mean AirBnB and Uber are a thing.
