48" boy is riding a 18" bike with training wheel. Ahould he ride 20" or 22" bike? I need to buy a bike for younger child with 38" height, and I think she can take the 18" bike, rifgh? She has no problem riding 18" bike except her foot can't reach floor.

It isn't as simple as height, you also need to factor inseam as well. If you child has short legs, they will need a smaller frame- long legs a larger one.

48" boy is almost 8 year old with inseam 22". 41" girl is 4 year old with inseam 18". Both are lightweight in weight

Here is a good chart but I would also double check with the bike manufacturer as there are differences in the amount a seat can be adjusted. Looks like your son would need a 20" and daughter would be good with a 16"
