cooking with defrosted ground beef-will it still be good tomorrow?

About a month ago I purchased 2 packages of ground beef (the sealed kind of packaging, not the kind where it's in a styrofoam tray covered with plastic wrap.) I purchased it 1 day before the "use or freeze by" date, and then immediately put them in the freezer when I got home. I took them out to defrost (in the fridge) yesterday with plans to use them to make meatloaf today. They were still semi-frozen before I went to bed last night but are fully defrosted now. My plans have changed and I want to make the meatloaf tomorrow (so the meat will have been fully defrosted for approx. 36 hours by the time I make the meatloaf.)

Is this ok? Or will the meat not be safe?
