SOL score questions

1) What is the difference between the "vertical scaled score" and the "test scaled score"?

2) Perhaps relatedly, why would a student's "vertical scaled score" decrease significantly over a grade year from Fall, Winter and Spring? That is, APS only provides the "vertical scaled score" for the Fall, Winter, and Spring and so that is all I can see.
