Looks like a planned hit piece on (maybe current) Interim Director Shirley Kwan-Hui by disgruntled employees. Yet there is an amazing tidbit of observation in the article - Bowser's circle is narrowing fast and her failure to ever look outside it to District residents without experience in District government means that we will continue to experience deteriorating city services.

Bowser is very insular and non-transparent. She also seldom looks outside the District to bring in senior managers with a strong track record (and fresh perspective) from better-governed cities.

She doesn't even need to look far for experienced public sector managers - the federal government is mostly right here.
