Because you can do more than two things at once.
Cracking down on tickets shows you care about law and order. When you enforce punishment against quality of life, despite that they're smaller, it sends the message that don't F around in a certain area. Why have any laws other than punishment for murder? |

One involves shaking down rich white people from MD and VA, with little or no risk, and filling the municipal coffers for perpetual grifting.
The other involves building a competent police force from scratch that willing to risk their safety to go to war against generations of violent criminals. Then be dragged through the mud for brutality and profiling. Which would you choose? |
