Proposed new Charter Goals Policy:
DC PCSB staff proposes reintroducing performance on the Office of the State Superintendent of Education’s School Transparency and Reporting (STAR) Framework as a goal attainment pathway for SY 2022 – 23. DC PCSB staff proposes removing performance on the forthcoming revised accountability framework as a goal attainment pathway for SY 2023 – 24. However, DC PCSB staff will recommend that its Board reintroduce this pathway after the Board approves the revised accountability framework. DC PCSB staff proposes removing language using Performance Management Framework (PMF) grade bands. DC PCSB staff proposes maintaining performance on schoolselected, nationally normed growth assessments as a standalone goal attainment pathway through SY 2023 – 24. DC PCSB staff proposes comparing SY 2023 – 24 growth on NWEA MAP to publisher norms, rather than comparing it to SY 2022 – 23 NWEA MAP outcomes, regardless of the version of the assessment a school selects to administer. DC PCSB staff proposes accepting National Reporting System (NRS) assessment progress as a goal attainment pathway for adult schools for SY 2023 – 24. NP and I know right? This is why nothing gets done and charters can flounder without any action taken. But these consultants get paid bank. |

I'm PP to whom you responded. You misread my email if you saw it through a prism attacking charters. This level of doublespeak is no different than what DCPS Central does when it sets and assesses metrics. |
