It’s hugely driven by the universities research arms which take vast amounts of federal grant dollars. It’s how science works in this country. And as a result they are all tethered to constitutional restrictions on “government action.”
Taking a PPP loan does not mean you are a government actor, however. So private schools can continue to discriminate. |

A college could conceivably have student applications that are presented without race. However, private schools require parent interviews and student visits/interviews. Plus some schools request a student or family "picture."
While schools could be asked to remove the race designation from the original application, it would be very hard to the private school admissions system. |
