Why do DC drivers not use their headlights when it rains?

Just witnessed 2 near-accident; one in Tennley and another on 14th.

No one was using headlights. What gives?

This isn't a DC problem. It happens everywhere, especially with older cars that don't have automatic beams.

Lots of Europeans.We have them on automatically and forgot that we are in US. Mine are automatic but mechanics always mess with me.

its not just when it rains, its when visibility is reduced- fog, cloudy, rain, even when roads are hilly/swervy.

a much easier choice is to have automatics on at all times.

My Subaru has an automatic setting and I just always leave it on that.

There is an INSANE amount of terrible drivers around here. Most don't know it's a VA law to turn your headlights on when your windshield wipers are on.

Part of the problem is that people now think their lights are automatic, but they are not. Or the particular situation (daylight with drizzle) doesn't trigger the automatic lights when it should.

But also, a lot of drivers are careless and bad and there are no consequences for being either.

Yep. If I were king for a day, it'd be straight to jail for 30 days for driving without your headlights on in the rain or for driving with your high-beams on at all times.
