I think this really needs context to answer. What has the 26 year old's experiences and education been to date? Why isn't getting a professional job an option?

If the professional internship is in any way relevant to her career goals, then that's the obvious choice. Any professional internship should give her the opportunity to gain professional skills and confidence. Retail usually doesn't provide the same level of professional skills.

Internship in a corporate setting. Retail can teach skills but it won’t build a resume and those skills can be learned elsewhere.

The 26 year old should have already had minimum wage experience, back as a teenager. Probably several periods of it. So, certainly at 26, the highest pay/skill job they can get (generally)

Well, professional skills and confidence can be gained in corporate internships as well.

Internship and restaurant at night or weekends. Skip the retail.
