Counties that give library cards to all VA residents

Which Virginia libraries offer library cards to all Virginia residents? Someone on the “I Hate Libby” thread mentioned this possibility.

I don't know any that give them to ALL Virginia residents but, typically, adjacent/nearby jurisdictions have reciprocal agreements. I'm in Fairfax Co and have cards from pretty much every county in NoVa plus PG County and DC.

You need to have ID that proves residency.

Many libraries have reciprocal privileges to adjacent towns / counties but I’ve found you have to go in person to validate said registration.

Norfolk gives free library cards to Virginia residents, but they charge $35 for access to digital materials if you don’t own property/live/work in Norfolk. Virginia Beach now gives free library cards to Virginia residents & they have a great collection! Allows all of Virginia to benefit from tourism $$

Augusta County, but a permanent card must be obtained in person
