| I don't know any that give them to ALL Virginia residents but, typically, adjacent/nearby jurisdictions have reciprocal agreements. I'm in Fairfax Co and have cards from pretty much every county in NoVa plus PG County and DC. |

| Norfolk gives free library cards to Virginia residents, but they charge $35 for access to digital materials if you don’t own property/live/work in Norfolk. Virginia Beach now gives free library cards to Virginia residents & they have a great collection! Allows all of Virginia to benefit from tourism $$ |
