How are the top x% of students selected

How is this ranking determined? Gpa only?

Essays, experience factors, then GPA (Honor and GE are the same, not weighted).

I heard it was the opposite:

1) GPA weighting Honors
2) Essays
3) experience factors (much less impact than other 1 & 2)

Doubt it, in my son's school, only one kid is taking Algebra II honor, on is taking Geometry honor, the rest are taking Algebra I. Experience factor is heavy, two kids with mostly B+ (Algebra I also) but claim FRM and got in.
